We hope this email finds you well. Although we had been looking forward to welcoming you to our campus in the upcoming spring semester, I am afraid that I have to tell you some very sad and unfortunate news.
We have been monitoring the global situation of the novel coronavirus (COVID-19) outbreak closely. Based on the announcement from WHO, which characterizes COVID-19 as a pandemic, we had to decide to stop accepting new enrollment of incoming exchange students for the spring 2020 semester, in light of ensuring student health and safety. The exchange programs run by the Global Learning Center that are being canceled are JYPE, COLABS, IPLA, DEEp-Bridge, and DEEP.
If your student visa has been issued, please contact the Embassy or Consulate-General of Japan and follow their direction. If you have not applied for the visa, please send back the Certificate of Eligibility (CoE) to the International Support Office at Tohoku University with the trackable method (e.g., EMS) at your earliest convenience. If you have any questions regarding the CoE, please contact the International Support Office (supportoffice*grp.tohoku.ac.jp : replace* with @).
We appreciate your support and understanding of our difficult decision in this tough situation. We will send this notice to the section in charge of exchange at your home university as well.
If you are willing to study with us after the fall semester of 2020, please let us know through your coordinator by March 31. We are happy to explore this possibility together.

お元気でしょうか。 まもなく始まる2020年の春学期に、東北大学のキャンパスで皆さんをお迎えできるのを楽しみにしておりましたが、大変悲しく、残念なお知らせをしなくてはなりません。
私たちは、新型コロナウイルスの状況を注意深く見守っておりましたが、WHOがパンデミックを宣言したことを踏まえ、皆さんの健康と安全を確保するために、2020年春学期の交換留学プログラムへの新規受入れを見送る判断に至りました。 見送りの対象となるプログラムは、グローバルラーニングセンターが実施するJYPE、COLABS、IPLA、DEEp-Bridge、DEEPの各プログラムです。
すでにビザを申請し、発行されている場合は、取扱いについて現地の大使館・領事館にご相談ください。まだビザを申請していない場合は、在留資格認定証明書を追跡可能な方法（EMSなど）で、国際交流サポート室宛てに返送くださるようお願いいたします。在留資格認定証明書の取り扱いについて、不明点がありましたら国際交流サポート室（ supportoffice*grp.tohoku.ac.jp :*を@に置き換えてください）までお問い合わせください。
この困難な状況での、急な判断に対する、皆様のご理解とご協力に感謝いたします。
もし、あなたが2020年秋以降に本学での留学を希望される場合、協定校の担当者を通じて、3月31日までにご連絡ください。受入れに向けて、ご相談させていただきたいと考えております。
